The plot of land is govt allocation, its like you are buying directly from the government. You collect a form for #5,500. then you fill and submit.
Its that simple. if your application is approved you will be given an allocation letter to go and pay the govt. cost fee for the scheme. after you have meet the requirement, a C of O will be issued in your name.
