The Economic Community of West African States (ECOWAS) is a regional group of fifteen West African countries. Founded on 28 May 1975, with the signing of the Treaty of Lagos, its mission is to promote economic integration across the region.
Considered one of the pillars of the African Economic Community, the organization was founded in order to achieve collective self-sufficiency for its member states by creating a single large trading bloc through an economic and trading union. It also serves as a peacekeeping force in the region. The organization operates officially in three co-equal languages French, English, and Portuguese.

Job Title: Financial Sector Officer

Job Description

Under the supervision of the Principal Programme Officer, the Financial Sector Officer shall provide support for the other experts in evaluating the financial sector.
He/she shall also ensure the link with the relevant regulatory and supervisory institutions in Member States for the achievement of GIABA’s objectives.

Job Title: Information Technologies Officer (Court of Justice)

Duties and Responsibilities

Directly responsible to the Head of Administration and Human Resources Division
Analysis and development of computer applications;
Development and maintenance of the website of the Court;
Maintenance of existing applications: troubleshooting and technical support;
Development of interfaces between existing and future applications of the Court of Justice in order to obtain a stable and efficient information system;
Participation in all project linked to information system of the Court and ownership of roles that will be his/hers in order to take charge of obligations and time limits;
Establishment of a management solution and coordination of information flow in accordance with the internal information system of the Court;
Participation in the distribution and integration of solutions in production environments of the local area network of the Court (LAN);
First-class support in the integration of any software solution and training of users in the context of ongoing and future projects;
Implementation of operating manuals for the various systems deployed.

Duties and Responsibilities

Directly responsible to the Head of Administration and Human Resources Division.
Coordinates specific tasks assigned to various sections;
Responsible for managing and monitoring of movable and immovable assets of the Court and files relating to job security;
Responsible for processing issues relating to insurance policies;
Participate in the preparation of basic documents for budgetary sessions and internal and inter-institutional technical committee meetings;
Performs all other duties related to the functions of the position.

Job Description

Appointed as staff member of the Financial Controller’s Office, the Principal Controller will discharge his/her functions under the supervision of the Financial Controller.
He/she will constantly ensure that financial and administrative operations with financial implications for the institutions are performed in line with the decisions, regulations and other texts governing the institution and with due regard for efficiency and effectiveness.
The main role of the Principal Controller shall be to provide assurance to the Financial Controller that the financial resources of the institutions or agencies are used for the purposes for which they have been allocated and managed efficiently.

Job Description

Qualifications/Experience/Skills
Qualifications:

Job Title: Individual Consultant (Capacity Building)
Background

The International Ship and Port Facility Security (ISPS) Code is an amendment to the Safety of Life at Sea (SOLAS) Convention (1974/1988) on minimum security arrangements for ships, ports and government agencies. Having come into force in 2004, it prescribes responsibilities to governments, shipping companies, shipboard personnel, and port/facility personnel to "detect security threats and take preventive measures against security incidents affecting ships or port facilities used in international trade."
ECOWAS Member states are interested in improving maritime security on ship and port facilities at a level which will be acceptable by the currently applied international standards. For this purpose, ECOWAS seeks to engage the Services of an Individual Consultant for the need assessment study for capacity building of Member States regarding the implementation of the ISPS Code.
The overall objective of this study is to evaluate the level of the adoption of the ISPS Code and to further elaborate the necessary plans for its implementation within the region of ECOWAS Member States and particularly the coastal member States of Nigeria, Benin, Togo, Ghana and Cote d’Ivoire, Liberia, Cape Verde, Sierra Leone, The Gambia, Guinea Conakry and Guinea Bissau.

Please note that if individual consultants are proposed by firms, only the experience and qualifications of the individuals shall be used in the selection process; their corporate experience shall not be taken into account, and the contract, if awarded, will be signed with the proposed individual.

The selection will be done on the basis of a comparison of curricula vitae and the selected Consultant will be invited to produce Technical and Financial Proposals which will serve as the basis for negotiation for the conclusion of the Contract Agreement. (Method Based on the Qualification of Consultant). Please note that the selected consultant will be expected to submit all required reports in English and French.
