Impose heavy tax upon all private cars and rickety buses using lastma  and a mobile data collection system Monday to Friday for well know traffic areas,then support more brt to different locations . bikes not more than 200cc should be wiped including company bikes . improve the police cars against thief pursuit and and pound any car that breaks down along the road.
Car tax card can be shared or pos receipts printed and  given upon payment . revenue generated can can be used for other social  amenities.and then other transport companies can come to support leaving government agencies to regulate.
