Well, it depends on what exactly you want to do. YES! You can generate power independently as a lot of companies in Nigeria do that but if you are going to use a distribution network to distribute your generated power, then it would require you get a generating licence from NERC and also have an agreement with distribution companies which you would sell your power to.
