We were told the bank has no cash to pay us.

It's possible for a branch not to have enough cash to pay out, and does not necessarily mean distress. It's poor cash management though. It would have been better to close the branch if it's already late in the day to give time to arrange for cash rather than have to give this kind of lousy excuse to customers.
