We are on the same boat. I don't have a police report or medical certificate and its to late to do either.
But I got this from FSB website. It says that it will be required after nomination. Does after nomination mean now or the final nomination

police clearance isn't that necessary gr russia applicants.but as fr the med cert.fsb will do that for you.but u need to go their with a yellow card.

Hello house. A friend of mine, also a pg candidate on FSB, BEA said he called a certain Mrs I. S. Agunwa of FSB and she told him Abike Dabiri (SSA, Foreign Affairs) informed her of FG not willing to continue the BEA scholarship this year for no clear reason. I however do not want to believe this news as some ug scholars are already called and as it has not been made public. I so consider it mere rumour. I just felt like letting out what I heard. You can as well get contacts to enquire from.
Let's keep hope alive.

Y start nominations n mke various nominees spend money on transport, accommodation, medicals n other stuffs?? U shld also think abt it.. If it has to be cancelled, they wouldn't av started d application in the first place

Well, if the information is true, that means they won't nominate for some of the countries. However, countries like Japan, China, Turkey and South Korea provide full scholarships (including return tickets, living allowances and health insurance) to international students, and FSB is just responsible for the recommendation and/or nomination to the countries' embassy. I therefore don't see them stopping the scholarships totally unless they don't want to stop Nigerians from be part of the programme.

I am as well of positive mind as you are about this news being a rumour but I also do not want you to think anything is not possible is this country. FSB has its calendar of activities per year and could act independently to some level until when fund is needed. You might have heard about PRESSID. The PRESSID III scholars went to Abuja to write their aptitude test, had their names published in the national dailies as awardees and its about a year now, they haven't got implementation. Not even a say that the program is cancelled- not a statement. So, it's about the FG releasing money or playing its own part.

It is my wish that all go well at our time, but we need pray.
