College in New Zealand is the same as secondary or high school,, University is higher than College... so its like this:
1) Pre School (early childhood)
2) Intermediate (Primary school)
3) College (secondary or high school)
4) University (you can go either Uni or Tech its up to a student where he or she wanna go to continue her/his study)
but if don't wanna study anymore she/he can go look for a job.
