Guy, the report is that the begger is there everyday.

So, if this is how he receives instructions everday, then there is nothing covert about this operation oo.

Did the OP state that the action was repetitive or just one-off

The op didn't say.

But reading through, a lot of people responded that they do see him everyday at the same spot doing the same thing.

I also initially doubted the "begging" theory.

That's why I said "if" it is everyday, then it is definitely "begging" .
