The NYSC Orientation Camp in Edo State is located in Okada (where Igbinedion University is) few minutes drive before Benin City.
For those coming from Lagos, Ogun State, Ibadan and environ..., you needn't to get to Benin City before going to Okada because you'll get there first before Benin...
But if yours is any of these: Abia, Delta, Awka, Calabar and environ, you have to pass through Benin City or 'By Pass' before getting to Okada.

What if you are coming from north, how do on get there? What of from offa, lokoja/okene to okada?
