It's basically pay as you go..just like when you watch a youtube video. also you have option to choose between HD/High quality, Standard Quality and Low Quality. The higher the quality, the more data is consumed.

It's very stable.. All major networks have been tested on it.. Again it depends on the network that's stable in your area.
