This is a purely engineering question and I will give you the answer the engineering way.

Normally, as engineers, all we do is to assume/set the standards.

And from thence, everything else will start to fall into place.

So the engineers that designed the clock in the first place don't necessarily need to know what exactly the time it was.

All they needed to do is to agree that 24 hours will make up a day. Then they divided the hours of the day into 24 and then agree that 60 seconds will be equal to one minute and 60 minutes will make up One hour, and everyone agreed to that, and that's that!!!
