There's no need for us to continue quoting each other because of 1/2....I just checked Google and both expressions are correct....with one being more accurate than the other in some cases and vice versa...

I recal back then in ss3 when our maths teacher after attending a 2 day maths teachers seminar came back and told us hence forth that the pronunciation of that fraction is no longer 'half' but 'a half'. We chuckled coz it sounded awkward and even the teacher herself cldnt get used to the new pronunciation, when she used the former we would remind her 'Aunty it's a half' at a point she got fed up and told us 'i do not rattle (deal) with words, i rattle with figures'. Lol

so it's definitely 'a half'.

in fraction it is a proper fraction because it is <1 and =0.5 and also called a half

1/2...half. ... it's by itself. If part of a number e.g 4 1/2 then it is 4 and a half .....1 over 2 is just plain wrong....and so is 19 over 20 which is 19 twentieths. At times we hear the wrong things sooo much that we think it is correct or get confused. Just my take.
