He used a more erudite and appropriate term within the context. If there is any embarrassment, they claim it is that of Channels TV whose audio playback blackmailed the embattled minister by mumbling his words. In accounting parlance, when money is disbursed and subsequently used or unused, it is said to be “EXPENDED”. The Hon. Minister used the perfectly correct terminology which most grammarians obviously do not comprehend. As such, if anyone was expecting him to use the less appropriate term “SPENT”, then it isn’t their lucky day…

This surely confirms what I had in mind. When I listened to his response, what I heard was "expended". I was surprised when people stated saying it was "spended" he said.
