Painfully I've been there when I first had this challenge with the stabilizer; and I did so because Binatone could not assist then as there were no service centres yet.
This was almost 2 years ago.

I met someone there who opened and adjusted something; but it only worked for some months, then back to same issue.
Since then, I just left it.

I feel it's a minor issue, but most people don't have exact replacement parts for Binatone.

The stabilizer comes on with an H indication on the screen when powered.
I believe that signifies "High voltage".

Alternative option now is to go back to Binatone, but I know they will treat it as a product void of warranty or that has been tampered.

That of the fan, I'm suspecting the capacitor after I explained to a friend.
It doesn't rotate, but does so if manually moved.

I really wish I have a credible referral for Binatone products or someone who's worked on such before.
