This is not true. A permanent four-team spot was given to the BPL just last season. Before now, the Bundesliga, Liga Santander, and the BPL were all thought to have four spots each while the Serie A has just three.

The English League was close to losing a spot, meaning they would only have three representatives while the Serie A would have four after Sassuolo qualified for this season's Europa League group stage while West Ham were eliminated. A decision was later made to 'pardon' the English League, thereby changing the rule by giving the top four European Leagues four spots each.
