It can be totally switched off completely on ground. And even on air. But if its power is switched off while in flight, it could spell disaster. Reasons are:
1. At 40,000ft the temperature goes close to -50°c if not more, this will cause ice build up in the engine and other fluids. This will result in a crash.
2. Cabin pressurization problem could occur and the plane could either implode or explode mid air.
3. Once power is shut down, the plane could be made to glide safely to Terra firma, but instances occurs where the plane slows down and stall or the inefficient weight distribution could cause it to to nose dive and tail spin.

For this reasons, when main engines are damaged in flight, a Ram Air Turbine (RAT) is released and powers only essential flight and survival components
