He his free to negotiate but pricing a samsung note 4 for 40k. Even a stolen or a very rough one won't go that low.

If they are used to street phones or the Chinese version of samsung. They should stick to that instead of displaying what I don't understand here. Someone offered 40k it was declined another offer 50k it was also declined yet another person offering even a lower amount. I don't know the seller but I know no amount of pressure or whatever can make that phone go lower than 65k.

There is brand new tecno cx going for 50k.
It has fingerprint and larger memory too. Stick to what you can afford. This mentality of trying to acquire what you can't afford is what make people steal
