University teachers are set for another strike over the controversial 2009 agreement they reached with the Federal Government among other issues.



A meeting of the National Executive Committee (NEC) of ASUU will hold today in Abuja ahead of the action.

Yesterday, all chapters of the union nationwide held a congress as directed by its national body to decide whether or not to go ahead with the planned strike.

The options given to them are: Whether it should be total and indefinite strike, one month strike, one week notice, and no strike at all.

This followed the directive sent to branches by ASUU National President Prof. Biodun Ogunyemi as he was mandated by the NEC meeting held at the Nasarawa State University (NSU).

Chairman ASUU-Lagos State University (LASU) Dr Isaac Akinloye Oyewunmi said yesterday that the chapter resolved in favour of “total and indefinite strike”.

In August last year, the union threatened strike over thengovernment’s failure to implement the 2009 agreement.

According to the reports gathered by Eyes Of Lagos, Coordinator of ASUU (Lagos Zone) Prof Olusoji Sowande, said the union was tired because efforts to get the agreement honoured were fruitless.

The union listed some of the unresolved issues as: Breach of the Memorandum of Understanding (MOU) for the 2009 FG/ASUU Agreement on financing of state universities; breach of the conditions of service; refusal to honour the Earned Academic Allowance (EAA) and re -negotiation of the agreement.

In January, ASUU staged a one-week warning strike.

Union officials said the Federal Government is owing universities over N880 billion in intervention fund.

Other issues according to ASUU oficials are: The Federal Government’s foot-dragging over ‘funds for the revitilisation of public universities, non-release of NUPEMCO operational licence, non-payment of earned academic allowances, payment of fractions/non-payment of salaries, retired professors and their salaries and university staff schools’.

The official said ASUU explored all channels to make the Federal Government see reasons but said: “It seems the Federal Government is more concerned with buying exotic vehicles for the National Assembly while public education and lecturers continue to suffer owing to dilapidated infrastructure.”

He said the union was angry at the failure of the Federal Government to release the operational licence for the union’s pension managers after collecting N1 billion since two years ago.

“Till date the government is owing the intervention funds to the tune of N880 billion. When we approached them for licensing of Nigerian Universities Pension Management Company (NUPEMCO), they asked us to go and bring registration fee, which is supposed to be N150million. Till date, we have paid government N1 billion and our money has been with them for two years and they are not saying anything.

None of this pension administrators can fulfill the University Miscellaneous Act which says university professors must retire with their full money. The money must have been invested and yielding interest for somebody. We are demanding our licence and funding of public universities.”

Sign of a failed system of government. Nigerian students are in for a ride till thy kingdom come. Imagine you can hardly see from councillor's children down to the top government officials in public institutions. Their regular trademark is either they send their children to top most private universities in the country or they send them to abroad to study. So why will they now care about the strike? Well, one thing that is sure is, one day, the jungle go mature.

With the humongous monies being 'traced and recovered' 880bn naira,should be chicken change for this buhari govt.

I only pity the students, parents and society at large for this failure of priority. Education should be top priority for a serious govt and nation.

Here is the situation

The 2009 agreement promised 3 trillion naira in extra funding for universities, to be paid over 2 years.

This was cut down to 1 trillion over 5 years in 2013, out of which 200bn was paid in 2014.

Our budget for this year was 8 trillion naira.

I doubt govt has the money. And if you ask me, our universities need even more than that.

Meanwhile, fees are kept artificially low.

It is either fees go up, or government borrows more money from IMF to meet ASUU's demands.

Well, most of that recovered money is the subject of lawsuits, as such it cannot be used until the suits are settled.

And that 800bn naira was originally 3 trillion naira in the original 2009 ASUU fg agreement. It was meant to be paid over 2 years. Govt in 2013 cut it down to 1 trillion over 5 years, and ASUU was forced to take that deal because Nigerians were tired of strikes.

200 bn was paid in 2014. By 2014 , oli prices started falling. Revenues fell as a result.Since 2015, that money has not been paid.

And this current govt could spare less than 500bn for education, most of which oa going to primary and secondary schools....who are in an even worse state.

See the problem?

Its about time. This government is the worst in the history of education in this country. Since 2015, the educational sector receives the lowest allocation in the yearly budget. There are no funds for research and our best brains keeping leaving the country in droves.

This was an agreement reached by both the FG and ASUU, why the FG chose to renegade on their part of the agreement leaves a lot to be desired.

It is unfortunate that if you don't shutdown the system and agitate violently the leaders of this country won't listen to your plight.

A father was reading his favourite magazine and his little daughter every now and then distracted him.
Trying to keep her daughter busy, he tore out one page on which was printed the map of the world. He then tore the page into pieces and asked her to go to her room and put them together to make the map again.
Having done this, the father was now convinced he would read his magazine without any disturbance and also that it would take her daughter the whole day to get it done. But the little one came back within two minutes with the perfect map.
The curious and confused father asked her daughter how she could do it so quickly??
She giggled and said , "Oh… Dad, there is God's face on the other side of the paper, I made His face perfect to get the map right."
Satisfied with the answer , she ran outside to play leaving the father surprised.
Moral of the story: In life there is always the other side to whatever you experience.
When ever we come across a challenge or puzzling situation, look at the other side, you will be surprised to see an easy way to tackle the problem. . . .be blessed.

On the flip side, one must ask ASUU to account for how they've used the money they've collected thus far.
