The leadership of the Academic Staff Union of Universities, ASUU, on Friday held a closed-door meeting with the representatives of the federal government.

The meeting, held at the Federal Ministry of Labour and Employment in Abuja, was to allow the lecturers brief the government on the outcome of the congresses by various chapters of ASUU.

PREMIUM TIMES reported how the various chapters of ASUU held congresses to review the offer of the federal government and decide whether or not to suspend their strike. Some of the branches wanted the strike suspended while others voted for a continuation.

Although the National Executive Council of the union reportedly met late Friday night to collate the stance of the various chapters, officials have kept sealed lips on what the decision of the lecturers is; until Friday’s unannounced meeting.

When a PREMIUM TIMES reporter arrived the venue of the meeting at about 7:15 p.m. on Friday, the various officials and the government delegation were seen coming out of the meeting.

They declined to comment on what was discussed.

However, Samuel Olowookere, the spokesperson of the Ministry of Labour and Employment told PREMIUM TIMES that that there will be another meeting between the government and ASUU by 3 p.m. on Monday.

The lecturers have been on strike for one month over several issues including non-payment of due salaries and allowances and poor funding of universities.

Tertiary Education Trust Fund (TETFUND) was established as an intervention agency under the TETFUND Act and charged with the responsibility for managing, disbursing and monitoring the education tax to public tertiary institutions in Nigeria. The mandate of the TETFUND is to administer and disburse the accrued fund to Federal and State tertiary educational institutions.
Academic Staff Training and Development (AST&grin) is one area that enables academic staff of Nigerian tertiary institutions apply for and get funded to undertake studies in Masters and PhDs at home and abroad. To apply for the AST&grin an academic staff will have to be nominated by their respective institutions that are also responsible for submitting the application to TETFUND.
It has become a norm that AST&grin fund is usually not allocated to institutions on time. A nominated academic staff will usually submit application for the AST&grin but will not receive grant until the following academic year. A staff will therefore have no alternative than to fund his studies and commence studying expecting that he will eventually be compensated. This is exactly what happened to the 2014/2015 and 2016/2017 TETFUND applicants. Academic staff of several tertiary institutions approved and nominated to benefit from TETFUND AST&grin having been released under a bond commenced their studies with the full hope that they will eventually be reimbursed when the AST&grin fund becomes available.
To their uttermost dismay however, with the appointment of the current TETFUND’s executive secretary, Dr. Abdullahi Baffa Bichi a new set of guidelines were set up. As good as the guidelines may appear to be, have however deprived and denied access to the AST&grin grants to those 2014/2015 and 2015/2016 seasons of academic staff whose applications have been submitted by their institutions and who have since commenced with their studies at home and abroad. The new guidelines used as an excuse to deny those nominated academic staff access to the fund was that “applications to the AST&grin grants must be made at the beginning of each quarter of the year and at least three months to the deadline of the application registration” In addition, “only applicants with admission in the top ranking universities around the world will be considered”. This made the new TETFUND’s executive secretary dismissed the 2014/2015 season applications as “belated” and for the 2015/2016 seasons foreign AST&grin applications some were dismissed as “low ranking” institutions. No one will deny that these guidelines will undoubtedly uplift the educational development of our various institutions. However, the implementation stage would have been the current 2016/2017 season. The new executive secretary should have cleared the backlog of 2014/2015 and 2015/2016 season who had applied prior to his assuming office and setting up his new guidelines. Various staff unions have attempted to seat and reason with him over the issue but to no avail as they have not been welcomed.
The result of all these is that several academic staff studying for their Masters and PhDs at home and abroad are now immersed in untold hardship and debt due to this disappointment. Some have abandoned their studies due to financial hardship, some have been dismissed from their institutions for failure to settle their registration fees, but many have persevered the hardship, disappointment and bitterness and have continued with their studies, but are in dire need of the AST&grin grant. The question now is what guidelines have this scholars violated? Has these new guidelines been in place and the scholars violated them? Will it harm the new executive secretary and the country in anyway if these scholars’ grants were released? Will their educational pursuits benefit the country or will it harm the country? Is the vision and mission of TETFUND not to promote education in the country?
I believe it is high time the new executive secretary reason and releases the fund of these scholars. Time for the President and all other meaningful Nigerians to come to the rescue of these scholars by intervening and making TETFUND executive secretary revoke his decision. These scholars have done no wrong. They all have commenced their studies with the full permission of their institutions and they all have evidence to prove so. The new executive secretary should have sought ways of penalizing these scholars institutions if they have been found wanting and not innocent scholars struggling to pursue their education to improve themselves and develop their country.
