A serious crisis that could lead to a long closure of government hospitals across the country is looming; as the Nigeria Medical Association (NMA) has taken a deft move to stop the recent agreement reached by the Federal Government, with other health workers under the Joint Health Sector Unions (JOHESU), antagonized JOHESU’s demands, and condemned the signed agreement.

As the professional rivalry between the doctors and other health professionals in the health sector continue unabated the NMA specifically declared its opposition, to almost all the issues raised and demands made by JOHESU, describing them as unacceptable, has kicked against the agreement recently reached with other health workers under the Joint Health Sector Unions (JOHESU).

The NMA specifically opposed to salary harmonization, one of the important issues which were part of the agreement reached with JOHESU, and declared that the doctors cannot receive the same salary as other health workers.

In a letter hurriedly written to the Minister of Labour and Employment, the NMA warned: “NMA is totally opposed to salary harmonization as doctors are not prepared to receive the same salary as other health workers.

“It is not happening anywhere in the world. JOHESU/AHPA has no legal or factual basis to demand the release of a circular on the adjustment of CONHESS as was done for CONMESS as the adjustment was done to partly correct observed distortions in relativity between in CONMESS.

“The FG should disregard this demand as NMA shall not accept another distortion of the relativity between CONHESS and CONMESS. Circular SWC/S/04/S.176/VOL.11/464 dated 3rd January 2014 and the precursor agreement of 2nd of January, 2014 must be upheld.”

The letter signed by the NMA President, Prof Mike Ogirima and the Secretary General, Yusuf Tanko Sununu added: “The FMOH should as a matter of urgency review the nomenclature of the other health care professionals provided it does not violate the teaching hospital Act but allow them to rise to the peak of their career (GL 17/CONHESS 15).

“The NMA is opposed to the demand for appointment of non-medically qualified personnel as a consultant in hospitals. There is no circular or law or scheme of service that authorized this just as it is against international best practices.

“The interest of the patient is sacrosanct as multiple consultants with opposing instructions would lead to anarchy in the clinical care of patients with deadly consequences.”

The NMA opposed and rejected most of the issues on which agreement was reached with JOHESU, thus sending a warning signal that professional rivalry may lead to the serious crisis in the health sector.

NMA referred to JOHESU demands an agreement reached with the union by the government as an aberration in health service in the country and called on the government to urgently redress it.

I remember reading somewhere that the late Professor Olikoye Ransome-Kuti was warned against transferring the management of hospitals to the hands of doctors but he ignored the warnings now the old man is gone but the problem created by the political decision has held down the nation's health sector down.
The current government should be courageous enough to go back to how the health sector was running even so excellent at some point in time that our health sector was leading centres among the Commonwealth nations.
Clearly,given the patriotism of late Professor Kuti,he underestimated the problem his decision to empower his medical doctor colleagues to the detriment of other health care professionals was a huge disservice to the nation.

ASUU, NMA and Health workers are the worst set of public servants in Nigeria. They are extremely greedy, selfish, petty and don't care about the people they were employed to render services to.

You can imagine NMA threatening the federal ministry of health over salary negotiations with JOHESU. What's NMA's business with what government intends to pay other health workers?

This unnecessary circle of strikes will continue unabated until we can have a very strong government that will call the bluff of all these silly unions. Government really needs to stand firm and stop allowing these unions to continue to use strike actions to blackmail it into making unusual compromises that will keep pushing the recurrent expenditure to unacceptable level.

The President/Sec. NUAHP/AHPA.

First we wish to commend the leaderships of NUAHP/AHPA and JOHESU for being able to unite strongly in taking the present decision. Thank you so much. Having commenced this action, it is our suggestion that the strike should not be suspended until reasonable successes culminating in d issuance of circulars and getting alerts over such issues such as skipping,promotion arrears, etc. As Physiotherapists we are at par with medical practitioners in all respects yet, the government treats them as if they are special beings. We want this discrimination to stop henceforth. We strongly appeal to u as follows:
1) Centralised Internship : A circular giving immediate approval and instant implementation is requited. 2) Consultancy status and specialist allowance to be paid now, The idea of setting up a committee is a delay tactics therefore discourage it but if impossible, set a time line within a week.
3) Ministers of health appointment. We disagree with two ministers being medical practitioners. We demand one from JOHESU family.
4) Yayale Ahmed committee already recommended the creation of Department of Medical Rehabilitation in the FMOH,we demand its immediate implementation now. Note a similar thing was recommended for Nursing. Let us fight to get these and demand for others too.
5) CMD/MD appointment: This strike must settle the issue once and for all,please demand for the definition of Medically Qualified person. It does not refer to medical practitioners only but all medical professionals.
6) Residency training program. A circular should be issued approving it in principle while guidelines for implementation put in place. 7)Adjusted CONHESS . To be computerised within a week and approved by president while an enabling circular is issued immediately. At least two months arrears should be paid from January 2014.
cool Headship of Department's in Teaching hospitals ; Only full time hospital based professionals should be heads if departments in hospitals NOT university staff 9) Departmental autonomy . No other profession should head a department of other professionals. A circular to be issued on this.
10) Post of DCMAC to be made open to non medical practitioners.
In conclusion, we of the NSP,give unflinching support to NUAHP/AHPA/JOHESU struggles. We urge all our members nationwide to stand firm behind the union leaders to achieve freedom for the oppressed and marginalised professionals and other health workers. We agree with the opinions expressed by many others on all other issues.

Excellent move by NMA, how can Johesu and doctors be earning same salary, they are very stupid.............no matter what, relativity must be maintained. Let me tell johesu members, there is no shortcut in life, u couldn't reach cutoff Mark for medicine, u u couldn't spend six years in school yet u want to enjoy the same benefits as those that did, if u want higher salary or want to be called a consultant, take jamb form and go back to school.......consultant nurse ke, consultant pharmacist ni

NMA TELLS LIES
It is disheartening to see how unexposed NMA could be by self-limiting the professional status of being a consultant to medical doctors only. Medical doctors are not the sole and only medical professionals in the health sector. This problem ensued medical doctors politically referred themselves as 'medical' and nurses, physiotherapists, pharmacists and medical lab scientist as 'health workers'. These professionals offered the same courses in the same ' faculty of basic medical sciences' together in their preliminary years. Academic Reports have revealed that students from other departments got excellent grade more than the 'medical' students in areas of Anatomy, Physiology, Biochemistry and Pathology.
I wonder who should be referred as 'medical' and 'health workers' but the political hypocrisy and self-acclaimed super egoism and godism that have diffused the minds of these doctors and misinformation and false conception the public has upheld for long centuries have made all of us to believe that ' doctors are the boss in the ship'. In the Western World, such belief is long outdated and each professional is legally accountable and responsible for his/her professional act.
Any professional who studied Anatomy, Physiology, Biochemistry, Pathology, Pharmacology and Medical Microbiology in the University under the Faculty of Basic Medical Science as applicable in Nigeria is a 'Medical Professional' irrespective if he is a medical doctor or not. All medical professionals are 'health workers' including the health aides, housekeepers, and health attendants.
Our government too has been misinformed or been acting or siding these medical doctors by elevating them while relegating other professionals. A sane government will not be partial but set a table where all health professionals will come to raise their respective issues, and permanent solution applied. In the UK and US, I have never heard nurses, pharmacists, physiotherapists etc going on strike because medical doctors are highly paid or are consultants. Truly, physicians are highly paid in those countries based on their specialties and inputs but this does not stop their governments in regulating and favoring the wages of nurses, pharmacists and physiotherapists. These professionals work in harmony without qualms. A nurse can query doctor's prescription if such prescription is unsafe to the patients. In Uk and US, we have nurses, physiotherapists who are consultants in their respective fields e.g Nurse consultant in child care, Nurse Consultant in Ostomy Wound Care (also known as Enterostomal Nurse). Now, there is another development in UK where nurses can perform surgery, prescribe and teach resident surgeons. US will soon incorporate such program. If this were to happen Nigeria, our medical doctors will say 'this is insult! How can a nurse perform surgery, write operation note, prescribe and teach us?' This shows how crooked, uninformed and unexposed our so called doctors are who think they know all. Reports have shown that the care rendered by Nurse Prescribers, Surgical Care Practitioners (nurses who do surgery), and other Advanced Nurse Practitioners has been effective in filling the space of vacant physicians. The masses too are reporting efficient health care delivery (our dear doctors can browse about this).
The issue of who should be a CMD/MD, CMAC or DCMAC should not cause too much argument in this era where we are still trying to raise the standard of our health care delivery in Nigeria. What has changed so far since doctors have been becoming Ministers, cmd, cmac? Is it not shame on NMA to see government officials leaving the country for US and UK to receive standard healthcare? A government that does not trust her own 'doctors' whose residency programs she hugely paid for! This shows mediocrity in the adminstration and management of health industry. In US and UK, administrators head hospitals and nurses have been occupying important positions like in US where a nurse was given the post of (Deputy) Surgeon General. Such may never happen in Nigeria due to dark minds of the 'gods' of the arena.
As far I'm concerned, the post of Ministers, CMD or MD should be widely opened for any qualified health worker. And let's see whether there won't be positive transformation in healthcare industry.

just the way they choosed to be doctors, others opted for other professions of their choice. must everyone be a doctor. everybody have their various duty, do yours and let me do mine.
whatever JOHESU is demanding is not the business of doctors, after all they went on their own strike action and nobody interfered with them, so they should keep shut!

the Thunder that will strike you is still in incubation. This is reason I don't see myself staying in traditional hospital practice. Many of these doctors are well exposed and know how things are done in developed climes but come back to Nigeria to form LORD OF ALL, all CMDs,CMAC, commissioners for health, minister for health are medical doctors yet they don't want others to progress in their career. It took court interventions before heads of medical laboratory departments was returned to med lab scientist. Healthcare doesn't revolve around doctors anymore, you guys Can cry a river if you want
