What people don't realize is that this isn't a simple issue. This is an issue with healthcare, an issue with the government, and an issue with insurance corporations. This effects everyone that doesn't have massive amounts of cash sitting on a credit card. They aren't necessarily denying care because someone is black. While it's possible that they are, it's also likely that they just cut corners to save money. They also deny care because someone is poor, disabled or elderly. And if you managed to get insurance, they'll deny you care as well, because they get money back from insurance companies and government insurance programs for saving them money.

one of the lesser-known provisions of the ACA calls for the federal government to pay physicians and hospitals bonuses if they deny health care. And even encourages them to form local monopolies to make it harder for people to find alternative sources of care. And most patients won't even know that's the reason they are being denied care.

The current monopoly is the ACO, doctors and healthcare facilities who operate in it, work together to "reduce cost" reducing costs means reducing services and restricting access to care. The ACO program encourages hospitals and physicians of different specialties to join together in order to encourage patients to use less health care. If you have medicare you're more likely to be denied care. Because the Section 3022 of the ACA establishes the Medicare Shared Savings Program (MSSP) Which established the notion of the ACO in the first place. If you hold plans from certain insurers, they pay out as well. If a health care provider saves them 300 million, they get 36 million in return from those companies. There's no way to know if the doctor, the facility or your insurance agency is operating under this. Apparently the rate of providers denying care for pay outs is particularly bad in florida.
