What is Payoneer?
For the benefit of those that are new to this,
according to Wikipedia:

Payoneer is a financial services company that provides online money transfer and digital payment services. Account holders can send and receive funds into their bank account, Payoneer e-wallet, or onto a re-loadable prepaid MasterCard debit card that can be used online or at points-of-sale.


Many people are having difficulties adding their bank account on Amazon MBA (Merch By Amazon).
A thread I created here on Nairaland few weeks ago.

And they've been asking how they can go about it?
So I decided to address the question once and for all with a step by step tutorial on how to go about it.

Good day bro...please I'd need your help on the payoneer opened an account with them far back as last year but I'm yet to get the card or any helpful detail regarding the account despite my activations through the verification link they sent.

Your account is ready, and you can start using it to receive payment.
Payoneer have changed their mode of operation regarding the card.
They no longer send it as before.

There is. But you will have to request for it. And before you can request for the card, there must be some money in your account.

For your second question,
there is an option to add your bank account now. From there, you can withdraw your money straight to your local bank account.

It is a welcome development. But it hasn't been personally confirmed
