Position: Procurement Advisor
Location: Abuja, Nigeria

The Procurement Advisor will be responsible for supporting the Government of Nigeria to strengthen the national procurement and supply chain management systems for HIV/AIDS-related commodities, with the ultimate objective of enabling rapid scale-up of high-quality ARV treatment to people living with HIV & AIDS under a grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. A dynamic, entrepreneurial individual with a minimum of five years’ experience and a proven track record in procurement and supply chain management (PSM) is sought for this role. Minimum one year commitment; two years strongly preferred.

The primary responsibilities include:

Provide technical and managerial leadership to coordinate several government and non-governmental partners participating in a consortium for procurement and supply management (PSM) of antiretroviral drugs across 39 health facilities in 12 states. Consortium responsibilities include forecasting/quantification, international procurement, warehousing, distribution and monitoring
Support operationalization of consortium by establishing clear operational policies & procedures, setting workplans with clear timelines, developing tools/systems for monitoring progress, and establishing communication mechanisms to ensure coordinated implementation
Provide technical assistance to partners to troubleshoot problems or fill gaps in technical expertise or manpower as needed
Help build capacity and develop a highly effective team within the National Action Committee on AIDS (NACA) for PSM over the medium to long term, through ongoing training and mentoring
Help liaise with GFATM and other donors and help to fulfill donor requirements related to procurement, including detailed plans and reporting
Monitor pricing for ARVs, diagnostics and other health products, and negotiate/facilitate communications with Clinton Foundation and other suppliers to achieve the lowest prices

Qualifications:

Minimum 5 years’ experience in procurement and supply chain management, in health or other sectors, with increasing levels of responsibility and leadership
Experience in designing and executing complex supply chain systems in resource-limited settings, and a proven track record of impact/success
Experience in working with government and demonstrated ability to favorably influence decision making processes in a diplomatic and collaborative manner
Strong negotiation and problem solving skills
Demonstrated results-oriented, entrepreneurial approach; able to achieve maximum efficiency and impact with limited human and financial resources
Fluency in English required
Experience in Nigeria and/or Sub-Saharan Africa a plus
