The most important question/answer people are looking for: what will the rates be ?

How much purchasing power will the Naira get via this arrangement?
Different OPs have not been able to answer this.

E.g if I get a machine from China at 5000dollars,(x357=N1,785,000)
How much will I get it with the new swap rate?

Due to the manipulation of the Chinese government, the swap deal is done to favor the Chinese businesses because China would not engage in any business that does not favor the country. Anyone thinks about why trump is imposing tariff on the China and other nations, it was meant for China due to its manipulation, but other countries were dragged into the mess. The swap is a short term gain for Nigeria, meaning, the manipulation trick starts sooner. It's a bad deal because:

There is one main disadvantage to currency swaps, and this is related to their original purpose. At first, they were agreements to get around exchange controls, but then after these barriers were eliminated, they are being used mainly to hedge investments.

The risk when using a currency swap is that at the time the maturity is being reached, the floating interest rate would represent a bigger cost than the whole purpose of the swap. To mitigate this downside, longer term periods are favored.

All in all, currency swaps present more advantages than disadvantages and forex brokers are using them as a valuable risk management tool. Used together with other risk management tools like hedging, they help forex brokers navigate through difficult financial periods.

This policy may keep Nigeria as an importation-dependent economy. Due to its deliberate policies towards boosting its economics of scale, China produces most goods at a comparative advantage. While we have decried the importation of toothpicks and the likes from China, we must bear in mind that we import toothpicks not because we do not have bamboo and other raw materials in Nigeria, but because China is able to bring these goods to the Nigerian market at a much cheaper price than the one produced right here in Nigeria. The reasons are not far-fetched; the availability of infrastructure, cheap labour and use of manufacturing clusters. This policy would therefore sound a death-knell to the resurgent local production of importation substitutes.

Again, this policy would only bear the projected fruits if and only if the Nigerian factor doesn’t come into play. As demand for Yuan surges, a parallel market for Yuan may soon be created, bringing us back to this same point many years after

As early as three months from implementation, a parallel market would be created.
