we can't know, by the way God has no beginning and no end. He's outside of time.

There are many Gods and Goddesses.

Your question does not really exist based on two reasons;

1. Monotheism is an erroneous concept
2. Using who, to address 'Androgynous Entities'.

If you permit me to re-phrase the question to; 'What created the Gods ?' then we can have a discussion on what created Gods and while there are so much complexities in unraveling the mystery of creation via Deism, or even Monotheism.

The idea of god is an illusion to provide solace not solution to the simpleton

man in trying to explain the world he lives in created religion which created the gods the capital g doesn't make any difference. the Bible book of genenis use the word let "us" do you know why? because their own story comes from other older religion which doesn't served a single deity

Man loves gold, god loves gold.
Man loves slavery, god is down with slavery.
Man loves war, god is like "ride on bro".

All the Gods, have their own Creator. Humans and Gods are created beings. The Gods and Humans are powered by the Organic Consciousness. So, Humans and the Gods are operating on this Organic Consciousness, but the Gods are more intelligent than humans, but humans must develop their intelligence while alive to awaken himself with the gnosis and understand that Gods are merely the manipulators and recycle your Souls. But with the right understanding, one can escape the trappings of the Gods and live like a Sovereign Creator that you are. And journey the worlds freely.

That is the purpose of life.
