Not necessarily if u re buying from any network office like ntel or mtn just be certain is locked but most sellers outside unlock there's b4 selling but inserting ur sim b4 purchasing is a good one

All modems or mifi has a model number if yours is any network name like mtn,ntel,smile,spectranet etc they are just network providers who bought those product from the manufacturers like huawei and zte and then they locked it.

This things are easy to unlock if its the easy ones you can make your research on them(eg huawei mm90 modem unlock search it on google) i can even tell you how to go about it for FREE but those stubborn ones(eg zte MF 920w+) bring them to me
