I think it might have to do with the "loadings"

too many occupants (live loads) in such buildings with all manner of properties (dead loads)

This is not "collapse". It is called "failure". when a building collapses, the entire structure comes down meaning it has failed in it's Ultimate limit state. In this case, the building is still under serviceable condition and can be corrected to withstand loading. it hasn't gotten to it's ultimate limit state where total collapse will be experienced.
