Mawlid is an innovation and every innovation is misguidance

Mawlid doesn't amount to kufr, what they do there will determine whether it is kufr or not. But holding mawlid celebration by reciting Quran, preaching are innovations which should be strongly condemned, not kufr according to Manhaj jabata
