True, beyond that most Japanese car lovers in Nigeria do not fancy driving a sedan with the feeling of a first generation Sienna or other minivans with the column gear shifter design. However, most American GM sedans at the time including the Ford crown victoria their state trooper and police interceptor vehicles, came with that design on them, and Toyota hoped to appeal to such customers.

I like the design for exactly that reason; its unconventional and believe me, if the Mercedes sedans with this same column gear lever designs still enjoy patronage, i strongly believe toyota would still have made sales. They may just have limited it to the avalon model and made it an optional design for those interested.
