Sure they are different, if the aim of the blood test is not to find out specifically the presence of the HIV virus.

A blood test can be runned to check for example the blood cell counts (red blood cells, white blood cells, plasma, insulin, neutrophils, etc, ) to help in the diagnosis of diseases such as diabetes, hepatitis, or find out the "sickle cell" genotype, etc,

HIV screening will focus on finding or not the virus.
