Chelsea lose their transfer ban appeal as FIFA confirm they can't sign players for two windows... but Blues will go to CAS in final bid to overturn sanctions.
FIFA announced on Wednesday that, following an appeal, they have decided to go through with the ban... although Chelsea can now go to the Court of Arbitration for Sport (CAS) for one final attempt to overturn the decision.

It has also been revealed that Chelsea will be able to sign players under the age of 16 during the ban.

The quote above got me.

Meaning that they can continue to enjoy the under age signing within the period of the two window ban.

AC Milan is facing similar problems, although AC Milan won the appeal at CAS but they have the limit of transfer,AC Milan can't sign more than 2 players window and the amount spend in a single transfer shouldn't be more than $30m

Actually they aren't facing same problem, Acmilan were banned because they were found guilty of violating financial fair play rules, while in Chelsea's case they are guilty of signing foreign under-18 players.
Those are 2 different offences entirely with different consequences.
