The China Railways Construction Corporation (CRCC) has agreed to construct a 560km standard gauge railway line in Ghana at $2 billion, the same contract price as the 156km railway line between Lagos and Ibadan.

In 2016, China Civil Engineering Construction Corporation (CCECC), a subsidiary of CRCC, had also signed a $2 billion agreement with the Nigerian government to build a 156 km railway line between Lagos and Ibadan.

A ground-breaking ceremony for the construction held in March 2017.

The railway line construction in Ghana will be funded by a credit facility from the China Development Bank (CDB).

Sinochem, an oil company in China, is also going to provide $3 billion as funding for railway construction projects. The funding is to be backed by crude oil futures.

The agreement was signed by Joe Ghartey, Ghana’s minister of railway development; Dou Yisuo representing CRCC and Henry Djaba Jnr, the managing director of Lakeland Group of Companies, who are the local content partners of CRCC.

When completed, the railway line will run through designated stations, including the terminals at Aflao and Elubo.

In addition to the rehabilitation and construction of the 560km Eastern Region railway line, the Ghanian government plans to establish assembly plants for the building of locomotive coaches and wagons that would constitute the rolling stock for Ghana Railways.

Ghartey, Ghana’s minister of railway development, recently Nigeria on the invitation of Rotimi Amaechi, Nigeria’s minister of transportation, inspect and assess the railway construction projects that the Chinese Conglomerate has completed and that are currently being undertaken in Nigeria.

We are being scammed everyday in this country, and that's why we will keep moving in circles without making any progress.
These foreign business partners knows the character of Nigeria systems, so they collaborates with insiders and deal with us as they like, to their advantage and the Nigeria partners selfishness.
Even if the Ghana rail construction is not the same as Nigeria's, it has always been so for project executions in Nigeria compared to other nations

If the information is correct Nigeria got a bad deal. The whole railline is supposed to go from Lagos-kano-Maradi which is another billion. Lol those Ghanaians must be smooth opperators.

Lagos — As construction work on the 156km Lagos-Ibadan standard gauge rail progresses, Minister of Transportation Rotimi Amaechi is expected to present a request to the Federal Executive Council (FEC) for cost overrun, Daily Trust can report.

The project was awarded at the cost of $1.5bn to China Civil Engineering and Construction Company (CCECC) but there are indications that government would overshoot the budget following variations not included in the original contract details.

Sources told Daily Trust at the weekend that the variations were being finalized by the technical team and various committees to be presented to the minister for onward presentation to President Muhammadu Buhari.



Daily Trust had reported in December last year, when the project had barely progressed, that a cost overrun was inevitable going by submissions of stakeholders in the project.

Apart from the cost of relocating some facilities, especially the Nigerian Army 81 Ordinance Corps in Yaba which is estimated at over N5 billion, there is also the relocation of oil and gas pipelines within the Lagos axis.

Also, the commitment of government to connect the rail line to the country's premier port in Apapa comes at a huge cost going by recent presentations made to the minister by the contractor and technical consultant.

Also, the Apapa Port rail sidings initially estimated at 2.4km in the project are now to extend to 6.4km for seamless connection of the standard gauge to all port terminals.

All these items are being fine-tuned for presentation to the FEC after going through the Bureau of Public Enterprises (BPE) for requisite clearance, a source said yesterday.

The request may get to the president latest by the end of December, it was learnt.

Amaechi last week led the Project Steering Committee and the CCECC officials to Apapa Port to assess the level of work to be carried out there.

After the inspection visit which had the Managing Director of the Nigerian Railway Corporation (NRC), Engr. Fidet Okhiria and his counterpart in the Nigerian Port Authority (NPA), Hadiza Bala Usman, in attendance, it was discovered that some warehouses owned by terminal operators would be partly demolished to ease the rail connectivity.

The terminals to be mostly affected are the APMT and Eni Consortium terminals.

"Most of these things were not envisaged in the original project but this is not strange in a project of this magnitude and the government is determined to execute things that would stand the test of time," the source, who pleaded anonymity because he was not authorized to talk to the press, said.



Amaechi had in reaction to the cost overrun said, "What is best is what we will do. We will go back to Mr President for us to get approval so as to get something that will outlast us."

Also speaking, the NPA MD explained that there are areas government would take over from terminal operators "for overriding public interest."

However, she assured that necessary compensation would be paid to operators whose structures would go completely or partially.

Usman reiterated that the necessary rehabilitation would be carried out at the key sides where ships usually berthed to increase their weight and capacity to accommodate the standard gauge rail.

She said, "All these aspects need to be computed and the number to be presented to the Hon. Minister and in turn he would make the necessary request for approval to the Federal Government."

Looking at this article.... It says that crcc is building the railway for 2 billion

And that Sinochem, another company, will be providing 3 billion for railway construction projects.

So the total cost is 5 bn for 560km of railway lines.

The Ministry of Railways Development has reached a Concession Agreement with the Ghana European Railway Consortium (GERC) for the construction of the Eastern Railway line project at the cost of $2.2 billion dollars.

The 340 kilometre- Project, which would run from the Tema Port through Accra, Koforidua and end in Kumasi; is a Built, Operate and Transfer (BOT) project, with the Government having a 30 per cent share.

It would take three years to complete the project; upon which GERC would then operate it for 27 years before handing over to the Government.

The project would have a branch line at Bosuso to Kyebi in the Eastern Region to the proposed bauxite mines in the area, and it would also be linked up to the inland port at Boankra in the Ashanti Region.

The negotiations for a new standard gauge Eastern Railway lines was reached, on Thursday, at Peduase in the Akuapem South District of the Eastern Region between Mr Joe Ghartey, Minister of Railways Development and Mr Heinz Kroczek, GERC representative.

Uptill now CRCC are still paying compensation for those whose property will be destroyed for the Lagos/Ibadan railway project and maybe they won't spend so much to buy diesel in powering their project camp like they are doing in Nigeria.

Some of these variables are not constant, beside GEJ administration negotiate the contract and made part payment.

Don’t forget that the same Chinese who manufacture super iPhones are the ones who manufactire chinco phones. In China, you can find the same product for two different prices. Though we know that the Nigerian price was inflated but the truth is that in construction different things affect prices eg terrain, environment, weather, the company used, the government policies etc. That's why construction prices are difficult to argue with. I can for example build a 2 bedroom flat for 5m and also build the same design for 15m. Depends on materials etc. But nevertheless the price of lagos-ibadan was inflated
