I would go for the Saab 9-5. Both the 9-3 and 9-5 are re-badged Vauxhall / Opel Vectra / Signum, while mechanically similar, and sharing the same chassis, the Saab will cost more to run, in terms of insurance and general up-keep.

There are no major known defects with either model, though the 9-5, like most large, heavy cars will require front suspension bushes and control arms earlier than the smaller ones. My choice will be the Saab 9-5 2,2L TiD. It's a Vauxhall unit, and chain-driven, so you won't have to keep an eye on timing belt replacement.

As it's for UK use, I would also consider other makes:

2003 Audi A4 1,9TDi quattro.
2003 Audi A4 1,8T.

2003 Audi A6 1,8T.
2003 Audi A6 1,9 TDi.

Volkswagen Passat 1,9 TDi 130.
Volkswagen Passat 1,8T.

2003 BMW 318iS.
2003 BMW 320d.

2003 BMW 520i.
2003 BMW 530d.

Put this way: A 200,000 mile Audi will still give better service life than a 100,000 mile Saab. Don't forget, the engines are no longer Saab-built, they're sourced or built under licence by Vauxhall, so the new Saabs are no where as tough as the old, pre-GM ones.

Generally, a diesel engine will give better mpg, require less periodic servicing, and of course, the service life will be longer than an equivalent petrol one, as a diesel engine produces less heat in operation. Give me a budget and year, and I can assure you, I'll be able to find you a decent Audi / Volkswagen or BMW even less than you're looking to spend!
