I don't think it's poverty per se...I would rather consider it lack of planning.

You see, a car is not a cheap article like onions that anyone can just pay for.

Cars are expensive...that's why many people lived all through their lives and never had one.

The white man who made it understands this; that's why in their countries they usually don't expect you to pay at a go.

You pay by instalment until you are able to complete the payment.

It's only in dysfunctional countries that people are expected to pay for it at a go, which explains why people settle for the used ones.

Again, I wouldn't like to consider that poverty but lack of planning.
