The US embassy in Nigeria issues a statement via twitter that any US citizens who chooses to return to the United State will sign a promissory note to pay for the full cost of the seat(s).

This is part of the evacuation measures for US citizens in Nigeria against the coronavirus

Tough times. For Kenya government, they announced that Kenyans and foreigners with resident permit flying into Kenya between last Sunday and Wednesday night (when they closed their airspace for international passengers flights) should either stay where they are or if they insist on flying into Kenya would pay for their compulsory quarantine under government supervision, as government facilities and privately owned hotels were designated as quarantine centres paying between $20 and $120 daily as those who arrived before them had continually flouted the self quarantine order.

now that flying anywhere international is fukced, same shiiit happens for Americans anywhere in the world OR any other citizen (French/German/Brits etc).... and the hardest part is that, even if you had a plane ticket scheduled for later, you need to pay for a new ticket to be on these "humanitarian flights" and the tickets are OVERPRICED

They don’t have to pay out of pocket up front. Instead, they’re being asked to sign a promissory note to pay later. And the price is typically cheaper than market price.

These are private citizens who traveled and found themselves stuck. They would be flying back on their own anyway, but because of sudden travel bans needed to leave immediately or could not get a commercial flight. The US went to get them. They’re not removing diplomats or military personnel they sent over and are bound by duty to remove. They’re just looking out for their average citizens. Nothing wrong with asking them to pay later.

Yes, it's the way it works and it's the way helping US citizens abroad, not free but we always can ask for help, then paying it back slowly.
