Resident Doctors Pull Out of ESUTH Strike, Lampoon ARD Leadership

Some resident Doctors have pulled out of the Strike action embarked upon by Association of Resident Doctors (ARD) in Enugu State University Teaching Hospital (ESUTH) last week.

In a communique made available to Igbere TV on Tuesday, the doctors said they believe that the timing of the strike action is ill-advised considering the situation of the deadly Coronavirus pandemic currently ravaging the World.

The doctors noted that the need to return to work is to appreciate the efforts of the state Government, under the leadership of Governor Ifeanyi Ugwuanyi that just paid 25% of the COVID-19 allowance not excluding the life assurance scheme for health workers in the state.

Igbere TV recalls that as part of efforts aimed at containing the spread of the pandemic in Enugu, Gov. Ugwuanyi also launched the engagement of 124 health specialists to man the isolation centres in the state.



The communique reads in full;

1. The quest for the improvement of the welfare package of Resident Doctors in Parklane, as well as the improvement of welfare packages of other medical doctors and frontline health professionals in ESUT Parklane, particularly in this era of COVID 19, has been a work in progress.

2. In 2014, an elaborate negotiation between the then Enugu State NMA Chairman led by Dr Onodugo, and the then government of Enugu State, resulted in the improvement of welfare package of all the doctors in Enugu state, from CONTISS to some percentage of CONMESS.

3. It must be recalled that the poor handling of the side of ESUT Parklane residents by their then ARD leadership led to a disparity between the salaries of Parklane doctors and that of the doctors in Enugu Ministry of Health. This disparity in salaries generated a lot of tensions amongst Parklane doctors resulting in industrial actions undertaken by the Parklane residents in 2018. This was as a result of Health Professioners clinical allowance(HPCA) of which it was discovered that we were not entitled to it. The first strike notice was on this basis.
4. The strike was eventually called off without the realization of the bridging of this gap. This was the state of affairs before a group of doctors in Parklane stated that they were going on strike on 24th April 2020, this time on a different demand for FULL CORRECTED CONMESS. This group of doctors allegedly obtained an approval from the Enugu State government for the payment of corrected CONMESS for Parklane resident doctors in exclusion of any other doctors in Parklane Hospital or elsewhere in Enugu state. Corrected CONMESS, as we all know, is the salary scale of doctors in federal hospitals, and is in reality about twice the current salaries of doctors in Parklane.


5. This money, if paid to resident doctors alone is a lot higher than what a Professor and consultants in the same institution would get. This led to other health workers in parklane including the Pharmacists, Nurses, Medical laboratory scientists and other allied workers approaching the government for a review and subsequent upgrade of their own salaries. Following this development, the state government requested for an all inclusive review of affordable salaries across board. The Leadership of ARD turned their back on the request and resumed strike .

6. It is important to note that the first strike notice was not even on full conmess but on HPCA. Now the National Industrial Court, gave an interim Injunction restraining from going on strike which they flouted and went on strike despite appeals by medical elders and well meaning Enugu state indigenes.

7. Now the questions are:
a. Why the clamor for strike in the midst of this pandemic? Are the Doctors working for passion or money
b. Is it possible that the residents should receive almost twice the salary of their Consultants? Did they speak foŕ all or for themselves alone?
c. Why is it impossible for these Doctors to have agreed to have a lasting solution to the problem of salary of workers in the health system taking everybody along.
d. One wonders why these demands are being made at a time there’s global economic recession following this pandemic. Where will the state government that pays the salary of its workers get the money to pay this money.

8. In view of the above, some of us who feel that in as much as we need good ruminerations, we believe that the timing of this strike action is ill-advised considering the situation at hand. We don’t want to believe that behind the screen, what sterns this demand are multi-factorial. Nobody wants to die, but the fear of covid19 is a key factor in this DELUSIONAL demand. Secondly, money is pivotal but this utterly negates the HIPPOCRITIC OATH of medical practice. We therefore disassociate ourselves from the ongoing strike and appeal to our colleagues to return to work as this strike portrays us as those without consciences in the face of the global pandemic. The need to return to work is to appreciate the efforts of the state Government that just paid 25% of the covid19 allowance not excluding the life assurance scheme for health workers in the state.

Because some practitioners got a salary raise, you're embarking on strike so you'll earn as much as or even more than your superiors.

75% of people in the medical profession in NIGERIA are there for the money, not even for the passion and to save lives.

It's beyond pathetic.

It is painful that associations that should be apolitical and united are now divided. The division is not necessary since life is more precious than anything.

Both sides should come together since the continuous loggerheads would endanger the health of patients that could not afford private treatments though it could be their right.

It is not worthy to compare life with money.

```Here is the Truth```

Ordinarily, this article does not deserve our response but so that the general public is not deceived.
1. For the records, we have only one ASSOCIATION OF RESIDENT DOCTORS in ESUT Teaching Hospital, Enugu. Any other person or persons claiming to be new or old ARD is an impostor

2. The doctors in Parklane are a set of dedicated and committed doctors reckoned with in the whole of the southeast

3. We have in the past and even currently faced head on the upsurge of the dreaded Lassa fever and covid-19 in this state with good outcome

4. We have also worked with the hospital management and state govt with loyalty and absolute trust even in the face of glaring injustices and underpayment

5. We as doctors working in Parklane do not have a different market, school for our kids, or special estate for habitation in Enugu to cushion our meagre pay

6. ESUTTH doctors are not asking for their salary to be increased above what their contemporaries are being paid, they only seek equity.

7. If by paying the doctors their due salary they will earn twice the pay of their Consultants and even Professors as you alleged, it means that Residents doctors in the other instituion are currently earning more than the Consultants and Professors in ESUTTH. One can only wonder the disparity between the pay of residents in other hospitals and those in ESUTTH since the pay of ESUTTH Consultants and Professors is much more than that of the resident doctors.

8. It may interest the public to know that as a doctor in Parklane, there is no special consideration as a staff when you or your family falls sick and treated in the same hospital; and there is also no health insurance anywhere for Enugu state for her work force

9. It is from this meagre salary that we struggle to meet our basic needs, made worse by our larger society that assumes doctors are rich, moreso, when they know what is approved by the Government as doctors' salary.

10. It is no news that since the introduction of consolidated medical salary structure, CONMESS, in 2009, resident doctors in Parklane have only received 70% of it and only from 2014 after forfeiting their more than 6 months salary to the struggle. Wages and remuneration as we know are in the exclusive list of our constitution

11. This CONMESS has been reviewed upwards by the federal government in 2014 and 2919 with consequential minimum wage adjustment but we are still on a fraction of the oldest version after 11 years.

12. These same doctors attend the same courses and examinations as their counterparts all over West Africa, the costs of which are ever increasing with the fluidity in exchange rate

13. They have no pension, no gratuity, no pay-off and above al,l have no permanent job

14. It becomes clearer that if this trend continues they shall waste our youth in the service of the state with nothing to show for it. However, we have patiently continued to put in our best while dialoguing with the govt to do the needful

15. From 2016 to date, we have engaged the state government on these issues but nothing has been done about them. In two occasions when we threatened or attempted to down tools the state government had made verbal promises with dates on when to implement the salary adjustment but reneged in all. This has become a stock in trade for the government to hold us in bondage for ever.

16. Last year an attempt by doctors to withdraw services was considered ill-timed as it was an election year and may be seen as a political move against the governor, hence, we abandoned the idea.

17. After the election we had approached the government several times in writing but he would rather threaten us with sack or propose a committee that never released any white paper

18. So early this year, in January, even before covid-19 became a local issue we decided to go on warning strike to get the attention of His Excellency, but all we got was intimidations, threats and finally another audio committee

19. The new committee was set up again but never sat until we embarked on indefinite strike after 21 days. At this point the government asked us again to it call off but we insisted that it must show us evidence that it won't be business as usual

20. At this juncture His Excellency graciously gave us a written approval [ *Ref No GHS/57/S.2/III/270 and dated 26th March, 2020*] to pay the new salary effective from April 1, 2020 for which we rejoiced and immediately called off the strike in less than 24 hours.

21. He also promised to provide insurance cover to every health workers in the state which never saw the light of the day. Since that verbel promise was made no document has been sighted to that regard

22. To allude that the fear of covid-19 or political opposition was the reason for this struggle is to hide behind a finger.

23. As for the timing; the issue of CONMESS, as stated earlier, dates back to 2009. You have rightly stated that we are in a Pandemic and it's been treated as Wartime and doctors being tagged *Frontliners*. If one who is conscripted into the army and assigned to a platoon to go and execute an attack wakes up on the morning of the battle to realize that over half of his platoon members have deserted will you advice him or her to forge ahead with the orders of the commanding officer?

Certainly not for it will be suicide to do so.

The issue of the Corona virus might have taken us unawares but the issue of brain drain owing to poor remunerations has been festering over the years. Now they both act in synergy to dampen our resolve to forge ahead.

So if this is not the time, I wonder when

24. We believe that being reliable and trustworthy should be a mark of good leadership

25. It pains our hearts that our patients are receiving the brunt but we have been pushed to the wall. Even the risks associated with the ravaging covid-19 is enough for the government to see that we are paid no less than our counterparts as a form of motivation to engage in this battle against the neo Corona virus.

26. We appeal to all well meaning sons and daughters of Enugu to call on the governor to do the needful to avoid prevetable loss of lives of our people

27. Please disregard any group or persons claiming to be new ARD and deceiving the public and government and public. They are the real enemies of the state

It is the height of insensitivity and self-centeredness for any group of professionals to go on strike at a time like this.

It is unfortunate that the resident doctors would even consider the option of strike. What a shame.

Nobody stopped you from going to do the work with passion. If you can't do it without passion, then shut up and let those who can do it, do it; passion or not...
