Just Got a Blog from someone (blogger) without the adsense account (he didn't sell with the adsense).

Can I get another adsense account approved for that same blog using another mail?

Yes. But wait a little before applying. Right now, make sure you disconnect everything adsense from the other account.

I'm sorry to bring you bad news, but getting approved by adsense on a blog without traffic would be very difficult.
Just curious - what is the point to get approved if you don't have any traffic?
Trying to fool google by clicking on your own adds will not work...
