So a friend of mine was scammed by a travel agent who took more than a million from her and has refused to provide visa or pay back the money he took

He lives in Senegal currently. His acct balance shows that he has close to 10million but is refusing to pay my friend out of greediness I presume or con

What can be done?

You know what saving 1 million naira in Nigeria is at this day and age.
Long story cut short, I want to get the money back.
