I see you do not appreciate the import of the Bible from Genesis to Revelation as a whole in that, you do not see that God as king, has already laid down the Rules (The Commandments) Governing this company called the "world".

But that the Rulers/Kings did not apply those Rules but have formulated their own wicked laws, whilst they did what they pleased. (Parable of the faithful servant)

Thus, Revelation clearly shows that it is Guaranteed that God is going to hold those Rulers/Kings/Presidents accountable and pluck away leadership from them to vest it in Himself.
