My dear, a budget doesn't mean money. Instead, it is a financial plan on how a company or government intends to generate and spend a particular sum.

The truth is that the money may or may not be available. That's Buhari is going up and down looking for where to borrow money to finance the budget.

To run a country, you need very smart people. If not, the president will plunge the generations unborn into a financial mess. That's what Buhari is doing now.
