A Professor of Engineering is not qualified to screen teacher's whose profession is in education. As an Engineer Zulum has not studied any course in theory of learning nor psychology of education. Nor Teaching methods.
But Alas an ignoramus like yourself does not know there is a specialization behind every professor, and tertiary education is a far different from basic education in primary and secondary.

I like this. Infact any well- meaning governor should organise this every 2 years in his state. That would make the best hands available and quacks removed from the system.. overall, the students in classrooms will come out better

The only reason Nigeria is backward like this is northerners. Imagine a whole governor cannot reason to print test questions in paper and distribute to candidates. He write am for blackboard.

There are clearly defined appraisal processes
There are clearly established hierarchy of management

Is the governor now the Chief Teacher Officer of the state?
Those that pass, will he promote or compensate outside conditions of service?
What qualifies him to test or appraise them?

All these actions by the Governors and people in political appointed offices contribute to the reversal the country is experiencing.

And I am sure none of the teacher can challenge him in any Borno state court? The courts are at the Governors beck and call.

Oppressing teachers is now a new political gimmick these wannabe presidents hope will deceive people.

If your teachers are not qualified, it's a systemic problem caused by your own recruitment process, and has to be solved through a holistic approach covering not just Baga town but the whole state.

How relevant is a single written exam to a teachers teaching ability?
Are you testing the subject content or is it attitude, teaching practice, psychology of learning, constructivism in lesson planning, secondary contents in teaching Life skills, civic education, peace and conflict resolution. Is the governor himself even qualified to set questions to test teachers? Who are the experts in education involved in the evaluation.

Wow, and some of them won't still perform well, he's a kind hearted governor and always at the forefront of developing the state in the area of education, infrastructures etc.

This is the same thing the North is doing with various secret recruitment of unqualified Fulanis into federal service. Tomorrow you will claim not to know the impact of your action.

If Zulum wants to reform his education system, you start from the recruitment process, employing the right people. And then answer the question of are the qualified people even available in Northern Nigeria. A region where the National Teachers Institute has been setting 9% as pass mark for more than 3 decades. And secondary school passmark is as low as 2%.

It is when you have stemmed the tide flow of unqualified people by using a merit based recruitment rather than quota for both teachers and students, or outrightly stopping recruitment that you can now start asking the question of what to do with the existing unfit recruits.

Students of today are teachers of tomorrow, you can't pass someone that failed 9 out of 10 exam questions today, promote him, then call him an unqualified teacher 10 years later.

If you want to test teachers, you cannot do so impromptu and in a single test like Zulum is doing. Unless he is testing for basic literacy, which would be self defeatist. Education is a professional area with several sub areas of basic mandatory primary competence, besides the subject area content specialization.

So if this is not just a gimmick and Zulum is serious about screening teachers, I would suggest engaging expert educationist to develop a multi-level screening process, that will leave behind mostly qualified teachers who can deliver a modern educational system to Bornu state.

At least let him throw out the unqualified dead wood teachers so that there would be space for qualified teachers..
