For this tutorial I am going to be using InkScape, A free vector software. But you can do this with CorelDraw or any other software of your choice.

1. Draw a Circle
Make sure the outline or stroke is set to 0
My circle is not perfectly round and has a slightly bigger width. (23.220px, 22.119px) to be precise.
Color is a slightly dark green 006848ff in hex and (0,104,72) in RGB
Now copy this circle with Ctrl + C and paste it in a new layer in it exact location with Ctrl + Alt + V. Name this layer 'reserved'. lock and hide it.

2. Now go back to back to the previous layer.
Duplicate the circle with Ctrl + D.
Color it white
Hold the Shift and Ctrl keys and diagonally resize it to get a your desire thickness for the 9.

3. Repeat the same step to get a third circle and color it lemon green or b4c404ff in hex (180,196,4) RGB
4. Now Shift click the white circle and the green one to select them. And go to path and select difference or just press 'Ctrl +-' (You can do this in Corel Draw by selecting both objects and choosing back minus front - see attached image)

5. Repeat step 4 and make a small black circle/dot. We are going to use it temporarily as our origin.
Now draw a draw two narrow lines with the bezier tool(B or Shift+ F6) to form a sector of a circle.

Paint the inner white and use the Node tool ('N') to fix and delete any remaining unwanted nodes. Also delete the lines and black circle too

6. Now unhide our reserved layer and set its opacity to 50%. Using the circle as a guide draw 3 lemon green round-cap lines.

7. Draw two diagonal lines and one horizonal line to complete the 9. Set the stroke to 0 and tweak as needed.

8. The "mobile" font as expected is a paid one. So just set the font to any desired san-serif font you want. No one will notice ever
