TERMS OF REFERENCE
FLEXI TRACK SURVEY (FTS)- MACCE TA GIRI RADIO SHOW
1. Background of The Assignment
Population Media Center-Nigeria, a nonprofit organization based in Abuja is broadcasting a Hausa-language Radio Talk Show (RTS) in Northern States of Kaduna and Katsina in Nigeria. The broadcast commenced in May, 2022.
The RTS will enrich our partner's safe space curriculum and enhance public understanding of the gender, health, and education issues most relevant to adolescent girls. Specifically, the RTS addresses: Girl Education, Family Planning, Financial literacy and Life skills. This document outlines the terms of reference for an FTS to be conducted during the life span of the program. Primary data collection for the survey includes individual interviews with a statistically representative sample of the target audience in the two broadcast states.
2. Purpose of The Assignment
Overall, the purpose of the FTS is to assess how popular the ongoing RTS is among the residents in the target broadcasting states (Kaduna and Katsina). Additionally, PMC seeks to know which characters in the drama are recognized by listeners across the selected states. Also, of importance is whether listeners consider the drama appealing and informative in their communities.
3. Specific Tasks to Be Performed by The Consultant
For the purpose of this project, firms submitting bids are welcome to suggest different criteria for the number and distribution of interviews to be done in the FTS states, based on their knowledge of the specific situation withinthecountryandsamplingexpertise. Nevertheless,inordertogivesomeguidanceastothescopeofthe project envisioned, below are terms of reference for the research project:
a. There will be a household survey conducted in the two states. Firms should propose an overall sample size that allow for statistical confidence levels at the P < .05 level or lower for the phases of the survey. Participants (aged 15-49) should be interviewed and the research firms may propose a sampling methodology based on their knowledge of the country to provide a representative sample of the population of the broadcast states.
b. The research firm will collaborate with PMC research experts on the design of the FTS Instrument. The lengthofeachinterviewisestimatedat12-15minutes. Theywillpretesttheinstrumentwithatleast 50 sample interviews and make appropriate refinements as necessary before undertaking the survey.
c. The research firm will be responsible for recruiting, training, and supervising interviewers for the FTS.
d. The research firm will be responsible for developing a detailed protocol for sampling of communities
and selection of interviewees for the FTS.
e. The research firm will translate the FTS survey instruments into appropriate language (Hausa) and
provide Hausa speaking enumerators for data collection.
f. The research firm will carry out data collection, entry and cleaning.
g. The research firm should collect data and plan delivery of the final dataset and technical report as
stated in the TOR.
h. The research firm should make all the necessary arrangements for submitting protocols to the Ethics
Research Committee to gain a clearance certificate for the study in each survey state.
i. The research firm should have an adequate number of Android phones or tablets to collect survey data using KoBoCollect. Note that phones generally collect GPS data by default, but most tablets are not
GPS enabled. Firms must use equipment that accurately collects GPS data.
4. Deliverables of The Assignment
1. A Hausa version of the survey tools (including the consent form) based on the English language survey tool.
2. A final version of the survey instrument for review prior to a) pretesting and b) fieldwork
3. Training reports which show number of enumerators and supervisors trained, as well as training manual used during training and any reference guides for supervisors and enumerators to use during
field work.
4. Pre-test results that show any changes that are required to questions or answers in the survey.
5. A copy of any ethical clearance approval from the appropriate authorities.
6. Weekly progress reports during data collection including number of completed surveys, response
rates, and issues that may have emerged during data collection.
7. Daily submissions of survey data should be completed at the end of the day for review by PMC any
serious issues or mistakes in submitted forms must be corrected within 24-48 hours.
8. A technical report and a PowerPoint presentation of the findings of the FTS.
9. Data files in SPSS (*.sav) format Version 20 or higher with labels and values that match the survey
instruments.
5. Duration and Timelines/Schedule of Payment:
The consultant will conduct the required research, finalize the survey instrument, and submit the technical reporttoPMCinonemonthfortheRTS. Theconsultancyisexpectedtocommencewithattentiontothetableof schedule below:

Please prepare a proposal that addresses the needs of the research as described above. For the proposal, a detailed work plan with project milestones and assigned staff should be written and it shouldn't exceed 10 pages.
Budgets should reflect the work plan and include sufficient staff (in terms of numbers of researchers and qualifications in conducting monitoring research). Budget proposals should also reflect the travel of monitoring research teams to field research sites and any other related costs. Please include a cost per interview (CPI) estimate. The CVs of the personnel should also be attached.
PMC will provide the necessary orientation for the firm to abide by the existing rules and regulations. That is, PMC Child Protection and Prevention of Sexual Exploitation and Abuse (PSEA) guidelines must be put in place in all the endline evaluation implementation process.
