If that happens, he will end up buying his own car even at less than competitive price. The amount he pays for the car now being his fine for whatsoever offence he had committed.

Yes, it happened to a colleague who got his car imported with fake papers and the customs officers impounded the car. His car was subsequently auctioned to him at a very reduced price.
