It is either you don't understand how banking works or you didn't get the full information, hence your misplaced outrage.

250M was found at the HQ of the bank, emphasis on HQ.
250M divided by 20k weekly limit can only cater to 12,500 people. Sterling Bank has 141 branches, that's about 88 customers per branch. Meanwhile, you have more than 100 people inside the bank and 150 at the ATMs.
That 250M It will dissolve within 20 mins.
