The Nigerian Maritime Administration and Safety Agency(NIMASA) is receiving an annual bribe of $35million USD from foreign vessel owners,represented by JOMALIC,to retain over 95% OF shipment labour as foreigners.This is against the spirit and letter of Cabot-age Act of 2003 which confers 80% labour to Nigerians,while the foreigners make do with rest 20%.
About 5000 foreign ships in Nigerian waters which supposed to have 33 Nigerians on board a ship(on 80%)lets see the simple math:33x5000=165000.165000x2 articles(trips in a year)=330000 jobs.
we must not forget that the traditional economy of the Niger -Delta is seaborne.If this jobs ,were not withheld ,how many of the militants would have been available for the incessant killing and the insurrection against the Nigerian state?
Only the merchant navy bill ,if it becomes an act will enforce the Cabot-age act of 2003,that is why NIMASA IS NOW RESTLESS WITH DESPERATE MOVE.
WAKE UP THE MERCHANT NAVY,WE CAN BECOME SLAVES IN OUR LAND.
