What warning? if flood is likely to happen, is it not the government that should create barriers to block the flood water, create bigger drainage to channel heavy flood water away, they should move to higher ground where there's no shelter, so they should sleep there in empty cold? What are they even using tax payers money for? In times like this, a good government should show it's worth.
