I don’t know if here is the best place to do this

I paid to a vendor on IG to deliver a shoe and Christmas pajamas but she refused to send what I ordered and didn’t do a refund

I tried this once but it wasn't successful. You can get in touch with the fraud department of her bank physically. One of my banker friends also suggested getting a court order to forcefully reverse the funds. Good luck
