He is either going to or returning from function, in this high time it's advisable to carry some passengers to cushion the high cost of living. From my point of view he is helping the passenger while helping himself, he is supposed to charge the passenger #500 for Opi junction but when the passenger said he have only #300 he asked him to enter, very kind of him. In Abuja, I once entered RX350 from banex to Area 11 for #200.
Instead of parking your vehicle it's advisable you carry passenger, it's highly common in Abuja and this is called austerity measure in economics

From my observation, the monarch is returning from a function and decided to pick passengers on his way home.
So I don't see anything wrong in that.

There is dignity in labor.
He might be doing it to avoid sitting at home.
He looks like he's coming from a function.
