Why are Banks only Paying Maximum of N20k at the counter to Customers, ATM not dispensing.

I went to bank last week, First bank,I wanted to collect more than N100k for Easter, I was told they could only pay N20k, I thought may be festive period. On Tuesday, same thing happen. Today I went to Stanbic, because the ATMs not dispensing, I went in. I was only paid N20k , I now realise it is generall. Just like Emefiele's day. APC meant it, to deal with us.
